The Canada Border Services Agency (CBSA) is in the process of implementing the third phase of its eManifest initiative. For most Canada-bound cargo, freight forwarders for all modes of transportation will be required to transmit advance house bill of lading (HBL) data electronically, otherwise their shipments may be subject to delays and penalties.
